Keely Thibodeaux, Principal of Landmark Consulting, LLC, is a licensed architect and certified Project Management Professional. Over the years, Keely has worked to become a trusted advisor to her clients. They look to her for insight, direction and often to be a sounding board to help them identify barriers to success and execute a plan to overcome them. Keely has achieved success in developing best practices while offering solid advice to executives on regulatory compliance and business process consulting. She offers technical support to state agencies, municipalities, and nonprofit organizations. Under Keely’s leadership, Landmark Consulting specializes in providing expert-level support in the areas of disaster recovery, program management, strategic planning and large funding stream compliance.
Keely developed the Landmark Compliance Assurance Program (CAP), which is a systems approach to project delivery. CAP uses program management techniques, including Project Controls, Quality Review and Document Management, to maintain each client’s scope, schedule and budget. A proven leader, Keely has also served as the Deputy Recovery Program Manager for the City of New Orleans and as the FEMA Public Assistance Coordinator for Jefferson Parish, LA.
Cedric Pippins brings a wealth of knowledge and experience with managing cost and funding, using systems including Primavera P6, QuickBase and SharePoint. As Landmark’s Operations Manager, Cedric designed a work plan, an encumbrance modeling tool, and cash flow reports to assist project managers in monitoring the metrics of a project’s lifecycle in quantities including time, cost, and other necessary resources. While managing multiple projects and funding sources, Cedric tracks contracts, scopes of work, purchase orders, and expenditures for authorized work while forecasting future scope of work as they relate to budget, contract commitments, schedules and progress. Such control has assisted the Landmark Compliance team in their efforts to capture and separate ineligible and eligible scope, version FEMA project worksheets, minimize cost overruns, and submit expenses for reimbursements in a timely manner. He coordinates with executive staff on accounting systems and functions to provide timely and efficient access to cost and schedule data for all project stakeholders, while reporting monthly cost, schedule and progress that includes real-time schedule up-dates, cost variance analysis, project status, forecasting and reporting.
Nathaly Monascal has more than 14 years of experience with public and private agencies, and organizations including FEMA and the City of New Orleans. Nathaly has extensive experience in facilitating the FEMA close-out processes of Hurricanes Katrina, Gustav, Sandy and Isaac related projects. As Landmark’s Compliance Manager, Nathaly has in-depth knowledge of disaster recovery management best practices, standards and state/federal regulations. She is experienced in the gathering and organizing of all program compliance documentation for FEMA programs. She has an excellent knowledge of reporting procedures and record keeping. She is a results-oriented leader with significant experience in the planning, development, re-engineering, and management of projects globally and is a strong leader with the ability to motivate lead dynamic, energized and multidiscipline teams. She has business acumen partnered with a dedication to legality and is methodical and diligent with outstanding planning abilities. Nathaly utilizes an analytical performance approach, able to “see” the complexities of procedures and regulations in troubleshooting funding issues, performing accounting reconciliation, and providing OIG audit assessments while working to reduce the risk of de-obligations under the Stafford Act.
Jody Caulton is a results-oriented professional with 20+ years of experience and a broad understanding of driving business solutions, industry best practices, as well as business process models and workflows in both the government and private sectors. She has proven experience as a well-organized, dynamic team leader with strong motivational skills, and the ability to support operational goals and business objectives. Jody’s cross-functional team leadership competencies span the entire software development lifecycle (SDLC) and/or project delivery lifecycle. Skilled in managing small to large, complex projects and pulling disparate teams together to focus on execution and achieving on-time project completion within budget targets. Effectively manage risks and apply mitigation strategies. Astute understanding of key success factors, managing expectations, and meeting customer needs. She is proficient in project management essentials of scope, time resource management, solution identification and business and technology assessments. Jody is adept in Waterfall, Agile, PMBOK, and Lean Six Sigma project management methodologies.
Anthony (Tony) Faciane is the Subject Matter Expert (SME) for Landmark Consulting. He brings 30 years of experience of administering federally funded programs in the City of New Orleans as well as implementing disaster recovery initiatives in response to Hurricane Katrina. As Neighborhood Stabilization Director with the City of New Orleans (retired), he directed the key components of federally funded programs for over 10 years; Construction Administration, Client Certification, Affordable Housing and Planning and Development. In the immediate aftermath of Hurricane Katrina, Tony implemented disaster recovery initiatives. He coordinated these activities with the Federal Emergency Management Agency, U.S. Army Corp of Engineers and the Governor’s Office of Homeland Security.
Tony was also the Certifying Officer for the City of New Orleans administering the Environmental and Historic Review requirements of the National Environmental Policy Act.
Adolph Bynum is a versatile construction management professional with 15 years of residential, commercial and project management experience that includes Community Development Block Grants (CDBG) funded projects. He is versed in leading and directing employees, inspectors and contractors in planning and execution of construction, major maintenance projects, and construction budget composition. Skilled in developing and implementing construction management and quality control processes that ensure adherence to design requirements and applicable codes during procurement and construction phases. Adolph understands the importance of fostering a work environment where employee safety is the core goal and integrated into all activities. He has valuable experience working closely with architects and engineers.
Michele Johnson is a results-oriented project manager with 10 years of progressive experience in the energy industry at various responsibility levels in West Africa, Alaska, and the Gulf of Mexico. She is proficient in several Exploration & Production / Upstream roles such as Completions Project Management, Transformation Project Manager, Inside Sales, and Field Services Manager with a strong reputation for excellence along with devotion to exceeding expectations on all projects and client services performed. Accustomed to managing multiple assignments simultaneously in an often time-constrained, high-pressure environment while maintaining safety as the highest priority. She is cross-skilled in agile software development and website design utilizing scrum methodology with expertise in project, product, and account management roles. Proficient in computer productivity, compliance management, process improvement, departmental budgeting procedures and general management skills. Michele is a dedicated leader with the ability to process and manage the project and its technical tasks without compromising service or quality.
